FAO Somalia – Country Office in Nairobi is
seeking to employ National Fisheries Consultant. Under the general supervision
of the Officer in Charge for Somalia and under the direct supervision of the
Fisheries Coordinator, the Fisheries Consultant will be responsible for the
following tasks:





§ Provision of technical support for the design and
implementation of a small-scale fishing vessel licensing system and
safety-at-sea scheme in the project areas.


§ Provision of technical support for the review of the current
fisheries legislation to strengthen the regulation of fisheries associations
including providing for regular audit and supervisory procedures for the
associations.


§ Provision of technical support for the development of a
suitable legal framework to regulate the design and implementation of PPP
agreements including audit and supervisory procedures.


§ Assist in the implementation of a need assessment study in
the target areas with special focus on: consumer education and fish consumption
promotion campaigns


§ Supervise the activities of project partners and local consultants
including assessments, training and construction of infrastructures.


§ Assist in the implementation of workshops, in which the
results, conclusions and recommendations of the project activities shall be
presented and discussed.


§ Assist in mobilizing the fishing communities in the target
areas.


§ Identify NGOs working in the target areas and collect updated
information about present or possible related interventions in fisheries.
Identify possible local NGOs interested and suitable for partnerships.


§ Assist the FAO fisheries management team in the design,
formulation and implementation of project activities and work plans.


§ Develop and maintain partnership with NGOs and the government
for the implementation of the project.


§ Supervise the delivery of inputs to implementing partners and
the distribution to final beneficiaries.


§ Prepare and summit project reports to FAO fisheries
management team, as requested.


§ Support mid-term and final project evaluation.


§ Perform any other related duties upon instruction from the
Officer in Charge for Somalia.


Qualifications/experience:


§ Qualification in fisheries, with experience in fish handling
and processing operations, fishermen associations and management of
Public-Private Partnership owned fishery facilities.


§ At least 5 years work experience in fisheries related
subjects.


§ Experience of community level planning and participatory
activities.


§ Skills in fisheries training activities.


§ Good spoken and written English and good knowledge of Somali
is required.
