The Academy for Educational Development is recruiting for a Senior Finance and Grants Manager for an anticipated USAID-funded Local Governance-Civil Society Partnerships to Improve Capacity for Service Delivery program in Nigeria.

The Senior Finance and Grants Manager will be based in Northern Nigeria and is expected to remain in the position for the duration of this five year program.

This $40 million program will work at the state and local government levels in Bauchi and Sokoto to implement activities to break the cycle of poor governance. The Senior Finance and Grants Manager will report to the Chief of Party and will be responsible for overall financial management of the program and field offices.

The candidate must have high-level finance, accounting and/or auditing experience on large budget USAID-funded programs. The candidate must also be familiar with Nigeria and its government and have strong demonstrated mastery of USAID policies and procedures. Background check is required.

Responsibilities include:

* Administer the financial aspects of the grants program including pre-award financial/management surveys, funds disbursements and expenditure reconciliation, financial reporting, audits, and close-out
* Manage and oversee large technical assistance-based grant program targeting local organizations and municipalities
* Establish and implement financial systems for field office and project accounting and grants finance management, including payroll, transfers, reporting to local authorities, AED, and USAID
* Oversee financial management training and workshops for grant recipients and others as needed
* Administer and monitor financial aspects of the local subagreements with implementing partners
* Maintain all project financial records in compliance with Nigerian law and AED/USAID rules and regulations

Qualifications:

Demonstrated financial management skills working with large, complex programs. Preferred five (5) years experience in Africa, and ten (10) years of financial experience in development programs

* Experience designing and implementing financial management and oversight systems for USAID-funded programs
* Experience training and supervising large finance, grants and administrative staff
* Experience managing successful grants programs for local organizations and governments
* Knowledge of donor planning and reporting systems
* Graduate degree in relevant field
